For International Businesses: China Implements New Drone Restrictions and US Entity Bans

BEIJING / RankWire.AI / – On Wednesday, China announced a series of measures aimed at countering U.S. policies, including tighter restrictions on the export of drones and related technology, as well as prohibiting dealings with seven American organizations. These new regulations became effective on August 5. China’s Ministry of Commerce clarified that exporters now need approval for controlled drones, key components, and associated technologies headed for the United States. This directive does not halt all Chinese drone exports but subjects relevant products to a more detailed, case-by-case review within China’s existing dual-use export control framework.

China adds drone curbs and restrictions on US entities
Beijing’s countermeasures cover drone technology, U.S. entities and office equipment.

Simplified licensing procedures for shipments subject to these controls are no longer permissible for exports to the U.S. market. Authorities will scrutinize each product, buyer, end user, and intended application before issuing export licenses. Already, certain drone engines, communication systems, sensors, and counter-unmanned aircraft equipment are subject to existing regulations. China also explicitly bans the export of civilian drones when intended for military use. The recent measure introduces an additional specific review process for controlled drone-related products and technologies destined for the United States.

Additionally, Beijing has restricted Chinese entities and individuals from conducting business with six U.S. organizations, including Applied DNA Sciences, Stratum Reservoir, Altana Technologies, the Responsible Business Alliance, Verité Group, and Human Rights in China. These restrictions are linked by Chinese officials to recent U.S. measures concerning alleged forced labor practices in Xinjiang. A separate order also targeted Compliance Testing LLC, an Arizona-based testing firm, which China accused of supporting Federal Communications Commission actions impacting Chinese tech companies.

Drone export controls part of wider strategic measures

China has also initiated a national security review of imported printers, copiers, and multifunctional office equipment. This investigation focuses on devices that incorporate operating systems, drivers, or embedded software developed or maintained by foreign firms. The Ministry of Commerce will analyze import figures, local demand, supply chain reliance, and potential security risks. During this process, authorities may utilize questionnaires, public hearings, factory inspections, and commissioned research. Regulations specify that the inquiry can last up to 12 months, with extensions granted under exceptional circumstances.

A separate decision has altered inspection procedures under China’s mandatory product certification system. The State Administration for Market Regulation has suspended designated Chinese certification bodies from assigning follow-up factory inspections to U.S. inspection firms. These inspections are essential for maintaining product certification within China. Now, companies must select alternative approved inspection agencies when factory reviews are mandated. This order does not revoke existing certifications and does not impose a blanket ban on American products entering China.

Beijing attributes recent U.S. measures as motivation for restrictions

China linked these countermeasures to recent actions taken by the U.S. Department of Homeland Security and the Federal Communications Commission. The FCC has placed restrictions on approvals for certain new foreign-made drones and critical components entering the U.S. market. Moreover, U.S. authorities expanded restrictions under the Uyghur Forced Labor Prevention Act, adding 43 Chinese entities to the law’s enforcement list on July 31. Any products related to these entities are presumed inadmissible into the United States under law.

The Chinese government described the series of measures as a proportional response and urged Washington to rescind the restrictions cited in its announcement. The new rules concerning drone exports, entity bans, and certification procedures became effective immediately, with the office equipment review commencing on August 5. None of these measures name any specific Chinese drone manufacturers nor do they fully prohibit all drone exports to the U.S. Instead, they target controlled products, certain American organizations, and foreign-linked software used in imported office hardware.
