The implementation agreement specifies the final schedule for manufacturing satellites, acquiring launches, constructing a secure ground segment, and providing operational connectivity services. The primary deployment timeline foresees initial satellite launches in 2029, allowing participating member states to benefit from early sovereign connectivity shortly thereafter.

    This decision to enlarge the satellite constellation directly responds to increased security concerns and the changing operational needs of defense across Europe. As part of the new design, the baseline satellite hardware will undergo technical improvements, and an additional layer of 66 low Earth orbit satellites will be integrated specifically for defense agencies, national security organizations, and emergency responders. Technical evaluations indicate that this expanded architecture will boost secure governmental communication capacity by 60 percent within the EU and by 54 percent globally, significantly enhancing regional operational capabilities during complex emergencies and critical infrastructure crises.

    EU Commission Moves Ahead with Contract to Grow IRIS2 Satellite Fleet

    The SpaceRISE consortium, responsible for primary development and a 12-year operational concession, includes major European satellite operators such as SES, Eutelsat, and Hispasat. Public sector implementation is closely coordinated with the European Space Agency, which offers engineering support and launch management. The manufacturing phase involves a broad network of European aerospace manufacturers, including Thales Alenia Space, Airbus Defence and Space, and OHB, along with telecommunications firms Orange and Deutsche Telekom.

    Funding for the expanded satellite infrastructure is structured through a public-private partnership, combining the European Union budget, national government contributions, and private sector investments from consortium members. Member states are actively finalizing their financial commitments to support long-term deployment during the 2028-2034 budget period. Official records indicate that Poland pledged 656 million euros, Hungary allocated 500 million euros, and Spain announced investments between 1.6 billion euros and 2 billion euros, with additional national funding agreements still under negotiation.

    Technical Enhancements Elevate Governmental Secure Capacity by Sixty Percent

    The expanded communications infrastructure will also serve non-EU nations like Norway and Iceland through dedicated administrative agreements. As the third flagship space project of the European Union, following Galileo and Copernicus, IRIS2 aims to provide high-performance, tamper-resistant communications for public authorities while closing digital divides in remote regions. The integrated network will operate with military-grade encryption standards across dedicated spectrum bands to safeguard critical infrastructure from cyber threats and physical disruptions.

    With full-scale manufacturing underway at European facilities, the European Commission and SpaceRISE will oversee phased deployment milestones leading to initial orbital testing. Executing this agreement ensures that the EU Commission’s contract to expand IRIS2 satellite constellation supports long-term strategic autonomy, establishing a resilient, European-owned orbital platform capable of bolstering civil protection, defense efforts, and commercial digital services for decades to come.
